GSA 8(a) STARS III

The 8(a) Streamlined Technology Acquisition Resource for Services III (STARS III) is a small business set-aside Governmentwide Acquisition Contract (GWAC), that provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and OCONUS requirements (www.gsa.gov/stars3).

Contract Scope
The scope of the 8(a) STARS III (GWAC) is centered on the following functional areas (FAs) derived from the North American Industrial Classification System (NAICS) and provides agencies with the ability to award directed task orders in these areas:
FA 1: NAICS 541511 – Custom Computer Programming Services
FA 2: NAICS 541512 – Computer Systems Design Services (Primary NAICS code)
FA 3: NAICS 541513 – Computer Facilities Management Services
FA 4: NAICS 541519 – Other Computer Related Services
FA 5: NAICS 518210 – Data Processing, Hosting, and Related Services
In addition, STARS III provides two scope sub-areas: Emerging Technology-Focused IT Services and IT Services performed outside of CONUS. Contracting Officers have absolute discretion in identifying the area/sub-area to be awarded under STARS III.
8(a) STARS III Features & Benefits
Features
- $50 billion ceiling with one five-year base period and one three-year option period. Task order performance is up to five years beyond the final day of the option ordering period
- Directed task orders up to $4.5M with multiple-year timeframes
- Other direct costs procurement permitted when considered necessary to the IT effort
- Order contract types include Firm Fixed Price, Time and Materials, Labor Hour, Incentive contracts
- Pre-competed, easy-to-use contracts with streamlined ordering procedures, based on FAR 16.505
- No protests on orders under $10M, unless the order increases the GWAC’s scope, period, or maximum value

Navy SeaPort-NxG IDIQ

The SeaPort Next Generation (NxG) IDIQ is a multiple award contract with services to be delivered classified into two categories of engineering and program management services. The SeaPort-NxG contract provides services that span the entire spectrum of mission areas and technical capabilities support by the Department of the Navy ordering activities. What is the Small Business Administration (SBA) 8(a) Program?
The U.S. Small Business Administration (SBA) 8(a) Business Development Program was designed to simplify the federal procurement process for certified business participants, such as Conceras. The 8(a) Program was developed to enable federal government Procurement Officers to save time, effort and cost in the procurement process and to protect the interests of small business concerns.
With projects up to $4 million, the 8(a) Program permits directed contracting without a lengthy competitive process. This allows a project to begin in a timely manner. In speeding up the process, time sensitive projects can get started in days instead of months.
